Hello Kate, This all depends. The majority law is you must be at least 18 years of age to purchase any long gun and at least 21 for any handgun or concealed weapon. Yes as of Sept 1st. Thanks to efforts by members of the Texas House of Representatives and Texas Senate, House Bill (HB) 1819 passed in May 2017, the Mossberg 590 Shockwave will be legal in the state of Texas, beginning September 1, 2017. The legislation was advanced through the combined efforts of Senators Charles Perry and Craig Estes, Representatives Poncho Nevarez and Drew Springer, the National Rifle Association (NRA®) and Texas State Rifle Association (TSRA®) and clarified Texas state laws concerning the purchase of suppressors and certain firearms, including the 590 Shockwave pump-action. The change in the law hits close to home for Mossberg as the company proudly manufactures the 590 Shockwave at their facility in Eagle Pass, Texas, which is also the home district for Representative Nevarez.

This has been deemed legal in NJ by the BATF : An email was recently sent out to FFLs in New Jersey with a message from “THE NJSP FIREARMS INVESTIGATION UNIT.” It stated “…Mossberg Model 590 Shockwave, Black Aces Tactical DT and the Remington TAC-14. The New Jersey State Police Firearms Investigation Unit concurs with the Bureau of Alcohol Tobacco and Firearms (BATF) that these pistol grip only designed firearms are legal for sale in the State of New Jersey as a firearm.”

I definitely agree with you on this. In NJ, there were a lot of FFL's that were unsure and would not transfer. They have been given explicit instructions they can transfer these type firearms now.

No, not under Ohio State law. Information here : According to the GCA, if the overall length of that firearm, with the pistol grip and barrel installed, is greater than 26", then the barrel can legally be shorter than 18". In the case of the 14" barrel Mossberg 590 Shockwave, the Raptor bird's head grip gives the gun an overall length of 26.32". That makes it a firearm. Although the BATF recognizes it as a "legal" shotgun; under the Ohio Revised Code, it does not meet the requirements. NOTE: Although the federal government says it's a gun that can be purchased by qualified buyers over the age of 21, some states, like Ohio, have regulations in place banning it and other guns like it.

It should be William. Wisconsin's statute on SBS,while the definitions would seem to make possession of the shockwave illegal without a federal tax stamp, it also says it does "not apply to any firearm that may be lawfully possessed under federal law". Since this Federal/State thing is so fuzzy I would confirm this with Mossberg's Customer service: 1 (800) 363-3555.

My father had to wait 3weeks for his Shockwave after reserving it. Once it goes to shipping, should be two days from there. Others have had to wait 3 months after the reserve date on this gun. My dad got his like a month and a half ago I think.

2923.11(F) of the Ohio Revised Code provides: "(F) Sawed-off firearm means a shotgun with a barrel less than eighteen inches long, or a rifle with a barrel less than sixteen inches long, or a shotgun or rifle less than twenty-six inches long overall." Emphasis added. The Mossberg Shockwave has a barrel length of 14". Accordingly, with a barrel of less than 16" long, it is considered a "Sawed-off firearm" under Ohio Law. In Ohio, there is no barrel length exception, even with an overall length of 26” or greater.

Kim B I was told that this firearm does not violate that Code since the ATF has classified it as a Firearm. It comes from the factory with never having a buttstock so it is not a shotgun and it is longer then 26 inches. That is what I found out after speaking to the Ohio Attorney Generals office who then referred me to the ATF. Oh I called my local sheriff first who referred me to the AG's office in the first place. I placed several calls so I'm not sure why Buds is not shipping to Ohio I put in a question and have not received a response yet from Buds

Kevin, All Mossberg 500 series pump shotguns have same action.----------Introduced in 1960, all model 500s are based on the same basic concept designed by Carl Benson. Originally using a single action bar that was known to bind and even break, this was changed to dual action bars in 1970, following the expiration of Remington's patent on the double action bar design. A single large locking lug is used to secure the breech. The magazine tube is located below the barrel, and is screwed into the receiver. The slide release is located to the left rear of the trigger guard, and the safety is located on the upper rear of the receiver (often called a "tang safety").

It might be the biggest different factor between 500 and 590 that you should consider carefully. The magazines of model 500 are closed at the muzzle end, and it is held in place by bolting into the threaded hole at the end point of the magazine tube. However, the 590’s magazine is designed to be opened at the muzzle end. Besides, the barrels fit around the magazine tube and held on by the cap nut at the end point. Especially, the 590 magazine setups are easy to clean and remove, as removing the nut allows removal of magazine spring and followers as well.

Quincy - Quite sure you will not be covered under any 'concealed carry permit' provisions .. since this isn't exactly concealable on your person. You really need to find a knowledgeable concealed carry instructor to help you wade through all this .. The cops, while they will tell you something, probably don't really know the actual details of the laws. The vast majority do not. A good concealed carry instructor would know, as it is their business to know. I don't believe you can buy it until you are 21. However, I believe you could legally possess it, should someone (a private individual) loan or give you one, at age 18 or above. Just double check - you are responsible to make sure you are within the law.

The only time I saw anything like white sand on my new firearm was when a silica pack that they put in to keep humidity out broke. The little dry pouches they put in packaging may have broken some how. Check and see if you find a empty silica gel pack broke in your packaging.

Joe, this SHOULD be legal in Wisconsin but if you have any doubts I would highly recommend you consult with the proper law enforcement authority on the matter to be sure. Assuming there are no Wisconsin-specific restrictions you should be able to purchase this as you would any other firearm. The ATF does not view this as an AOW or SBS, rather it is a "firearm" due to specific design considerations by Mossberg to work around potential ATF no-nos. In any case, it is not subject to NFA paperwork or tax stamps.

According to the legal opinion I read, possession of his firearm in Ohio would be considered illegal .. even though federal law says it is legal to manufacture and purchase and possess. That being the case, if you could buy it in an adjacent state .. it could subject you to legal problems once you take it back into Ohio. The burden is placed on the owner to maintain compliance with firearm laws. If you can;t buy it in Ohio, then that;s a very good indication it is illegal in Ohio - regardless of federal law. Try with the gun empty and chamber closed/locked (pointed I a safe direction) by pulling the trigger and seeing if the action unlocks to allow you to pump it. I finally got an answer at my local sheriff’s dept. If I carry it in my vehicle just covered up behind my front seat of my van, then anyone sitting in that 2nd row of seats must have a cwp since they would have open access to the gun. I’m legal to carry it anywhere in my vehicle as long as all others in the vehicle have their cwp. So I guess I won’t be carrying it in the car after all, unless I’m by myself or with my husband since both of us are cwp holders. Thanks to all who offered advice and suggestions.

Why can't it ship to Ohio?

I was at a gun show near Youngstown Ohio ,this weekend . Saw shockwaves for sale .I asked the same question , you can have but do not shoot . This is what the man told me

The Mossberg Shockwave has a barrel length of 14". Accordingly, with a barrel of less than 16" long, it is considered a "Sawed-off firearm" under Ohio Law. Lawrence, I didn't get where your question asked about mini-shells, but could have missed something. May have been asking about Mossberg mini-shell adapter. Only in 12 ga. Mossberg does have the shockwave in 20 ga and also the persuader with a regular pistol grip in 20 ga.

An adapter would not be needed for a break action or pump shotgun to fire the Aguila mini shells Lawrence. I have not heard of nor seen any 20ga Aguila mini Shells by the way.

Its a non-NFA item ATF classifies it as a "firearm". Transfers must go through a FFL and the buyer must be 21 or over

This firearm is legal in DC, same as MD. It is classified as a firearm by the BATF and is legal for purchase if you are at least 21yrs of age. Of course the final decision will be by your local transferring FFL whether or not they will transfer. Just call to make sure they will. I was incorrect it is 21 to buy. From the Mossberg page "The Bureau of Alcohol, Tobacco, Firearms & Explosives has confirmed the 590 Shockwave as a “firearm” per the Gun Control Act (GCA), but not a Class 3/NFA firearm. Click here to read a copy of the letter from the BATFE regarding federal classification of the Shockwave, dated 3/2/2017). NOTE: This letter only speaks to its FEDERAL status. There could be local/state laws that prohibit the sale of this gun in your state. Consult your State Police for clarification. Just as with any other pistol grip firearm, the buyer must be *****21 years of age, and be a resident of the state where s/he is purchasing it".

Definitely not in Illinois. Our CCL only applies to handguns. This would not qualify and therefore is not allowed to be carried loaded on person or in vehicle. An AR pistol is good to go though.

Surprisingly enough, they are legal in Connecticut. They are not considered "assault weapons" by the State Government. You can verify by calling The Gun Store in Waterbury CT at 203-528-3690 and ask. If you go to their website ( http://thegunstorellc.com/ ), they have them for purchase and they are on display in the website pictures. I personally liked Hoffmans. Always enjoyed the range there. They would be able to verify that the Shockwave could be purchased/owned in Connecticut as well. Oh, and Gov Dan Malloy (D) is a scumbag on an epic scale.

This is a unique firearm with a 14″ 12 Gauge barrel and a Shockwave bird's head pistol grip that gives the firearm an overall length of 26.5″. Absolutely do NOT put a buttstock or regular pistol grip on this. It would then be an NFA firearm. If you changed it out it would have to be a pistol grip of the same dimensions to keep the overall length at 26", or more.
